#18 on the CR Council's meeting agenda

At 6pm tonight (9/26), the Cedar Rapids City Council will meet in regular session. The first item (#18) on their regular agenda is:  Discussion and possible motion choosing members of panel to consider objections to nomination papers and setting hearing date to consider the objections.

If you haven't been paying attention, P Thomas Larson is challenging the nominations papers submitted by Robert D Bates.  If a hearing date is set, I imagine it will be held on Friday in the Council chambers.  I've never attended one of these hearings so I plan to attend this one to listen and learn.  --Joel @ 12:40pm

22 contested races out of a possible 36

Yesterday, I spent most of the day scanning and posting the candidate nomination petitions submitted by the 17 cities in Linn County.  Many candidates only submitted a one page nomination petition, but others, e.g., Cedar Rapids city council candidates, submitted a bundle of nomination papers.  To view the contact information supplied by the candidates and their nomination petitions, go to the Auditor's web site.

Every city except for Bertram, Center Point, and Central City has a contested race.  I think contested races are healthy for democracy and for our cities.  --Joel @ 12:19pm

Lessons Learned: Lesson #1 - Ask schools to publish candidate information

Last night, I attended Linn-Mar's School Board meeting.  During the public comment period, I advised the Board that only 5,500 out of 143,000 eligible voters voted in the school election.  In Linn-Mar, just over 600 out of 22,516 eligible voters voted at three polling places.  I told them I thought we could do better and one of the ways to do better is to publish a resume on each candidate in The Pride, i.e., the newsletter published by the school district. 

Unlike the Gazette which goes to half the households in Linn County and the Marion Times, which goes to about 2200 households in the Marion area, The Pride is mailed to every household in the Linn-Mar school district and it's available at http://www.linnmar.k12.ia.us/District_Information/announce.asp

Why publish a resume on each candidate?  As I toured polling places on election day, I asked the poll workers why voter turnout was low.  Universally, they said low voter turnout is due to a lack of information about the candidates.  Voters want to be informed.  I want them to be informed.  You should want them to be informed.

Over the coming months, I plan to attend at least one school board meeting in the other 10 school districts in Linn County.  I plan to ask each school board to consider publishing the resumes of  the 2008 school board candidates prior to the election.  --Joel @ 5:25pm

Suggestion: Run all school board elections by absentee ballot only

I received the following email from Mr. Lewis Staley and he gave me permission to reprint.

Mr. Miller,
 
My wife and I served on the recent School Board Election September 11, 2007.  Both of us have chaired many different elections in many different precincts.  We serve where we are needed and enjoy the experience.
 
The recent election referenced above was very disappointing in the turn out of voters as you are well aware at this point.  Hiawatha 1 where we worked had only 11 voters all day.  Just based on the expenses paid to the three precinct officials the cost per vote was approximately thirty plus dollars.  You can adjust this number up or down based on the entire election expenses (your office expenses included.)  I think you would agree that this is ridiculous waste.  Therefore I would ask that you give thoughtful consideration to the suggestion below.  Your first thought might be that it is not the way the election laws allow but to that I would say that laws can be changed and it has to start some place.  Also we might have an sympathetic advocate in Linda Langenberg over at Des Moines.
 
My suggestion is to run all future School Board Elections by absentee Ballot only.  No precincts would be open on election day and some 300 plus temporary workers in Linn County would not be needed.  (Considering all of Iowa we might be talking about ten thousand workers or more.)  Your auditors office would probably have to add on some staff for the short period ahead of the election when absentee voting commences.  And some larger temporary staff would be needed to open and count all the absentee ballots but this shouldn't be nearly as much added expense as the full blown election process.
 
Further savings would come from the amount of election specific materials that would be saved.  Consider that Hiawatha 1 received 500 ballots for eleven votes.  I am sure the same is true for every precinct.  For the close to 50 Cedar Rapids School District precincts that amounts to tens of thousands of extra unused ballots, even more when the ballots reserved at the office for emergency excess voting needs are added in.  I'll bet that you don't get much of a bargain when you go to the printer and order those very-nice thick paper ballots.
 
I certainly think that this change would get a big thank you from the various school districts around the state that seem to be running on a shoe string.

Getting voters registered ahead of elections to become more important in 2008

On January 1, 2008, election day registration will go into effect in Iowa.  Translation:  any voter will be able to register at the polls on election day assuming they can prove who they are and where they reside.  This year, we have increased our voter registration outreach by converting our elections van to a mobile voter registration van and by attending community events.  If your group, business, or organization is hosting an upcoming event, please consider giving us the opportunity to register voters at that event.

Every voter we register now could be one less voter in the voter registration line during the November 2008 election.

Slide #1 - Mary & team at Robins Community Center.  The City of Robins is part of three school districts, i.e., Linn-Mar, Cedar Rapids, and Alburnett.  I live in the Linn-Mar part and my polling place is located in Cedar Rapids.

#2 - Casting my vote at Noelridge Christian Church.  I normally vote absentee, but I held off voting until I gathered all of the info I could find on the candidates.

#3 - Jerry & team at Noelridge Christian Church - Linn Mar precinct #2.  For school elections, Linn Mar has three precincts.

#4 - Marilyn & team at Knights of Columbus - Linn Mar precinct #3.

#5 - Marva & team at Marion Christian Church - Linn Mar precinct #1.

#6 - Karen & team at the Marion School Administration Building.  For school elections, Marion Independent has one precinct.

#7 - Molly & team at Hoover Elementary School - CR precinct #15.  For school elections, Cedar Rapids Community Schools has fifty (50) precincts.

#10 - Registering voters.  Amanda and Maureen were registered to vote ... just not at their current address.  They work at the Dairy Queen in Fairfax.  I stopped by for lunch - the grilled tenderloin is great!

#11 - Kathleen & team at the Ely Public Library - College Community precinct #2.  Ely and Fairfax have very nice and relatively new public libraries - great assets to their communities.

#12 - Evelyn & team at the Linn County Administrative Office Building - CR precinct #7.  This polling place is located in the lower level of the AOB, i.e., it's the closest to my office.

Unfortunately, I left my camera in the office and did not take photos of the Coggon and Central City polling places.  I'll have to stop again during the next election.  --Joel @ 6:00pm

When you look at this rationally, it makes no sense...

On February 13th, Linn County voters approved a school infrastructure local option tax (SILO).  Yes = 17,286 and No = 12,333.  Total votes cast = 29,619.

Today, we will elect 36% of the school board members, i.e., 24 of the 67 directors.  The total votes cast is likely to be less than 5,000.

Does it make sense that 17,286 voters chose to increase our sales tax and 5,000 voters chose the school board members who will decide how the taxes will be spent?

School election - 3pm voter turnout

At 1:30pm, Rick Sampson of KMRY interviewed me regarding the low voter turnout.  When he broadcast his report, he used the word "abysmal" to describe the voter turnout.

As I've been touring the polling places, I've asked the poll workers for ideas on how to increase voter turnout for school elections.  Do you think there's a problem?  If yes, what is the solution?  Please comment.  --Joel @ 4:53pm

School election - 11am voter turnout results less than 1% overall

Before noon, I visited five polling places to meet the poll workers and check on voter turnout.  I hope to post photos of the poll workers tomorrow. 

Even though each of the 11 school districts has at least one contested race, the overall voter turnout is less than 1%.   In CR-10, NO one had voted as of the 11am.  Some of the polling places did not open until Noon.  --Joel @ 12:40pm

Jennifer Pandich - Candidate for Director at Large - Mount Vernon Community School District

Hello, my name is Jennifer Pandich. I am running for school board in the city of Mount Vernon, and I appreciate the opportunity to tell you a little about myself.

My husband is Perry Gruver. He currently works in Marion at Woodcrafters, Inc.; he is also the zoning administrator for Mount Vernon. My daughter Claire, 11, is a sixth grader at Mount Vernon Middle School. My son Max, 7, is a first grader at Washington Elementary. We have lived in Mount Vernon since May, 1997. I have lived in five states and have relatives in three others; I chose to live in Iowa and raise my children here, in part due to the educational system here.

My education has been varied: I have a BA in English from Lock Haven University, Pennsylvania, an MA in linguistics from the California State University at Fresno, an MA and a PhD ABD in speech pathology from the University of Iowa.

I have spent a good deal of time in the elementary school over the past six years. I read to my daughter’s class weekly from kindergarten to fifth grade. I have read to my son’s AK and kindergarten classes weekly and will be reading to his first grade class. I will be having an after school book club at the middle school for any sixth grader. I also hope to find a time when I can read to the sixth graders during the school day.

I know many of the students and teachers; I feel that I have a good idea of the issues facing that building in particular.

Educational tenets I believe in:

All children should be challenged and given an education that maximizes their potential.

All children have a right to be educated in an environment that is safe, nurturing, and flexible to fit their needs.

There are no “magic bullets” in educating children; each child needs to be evaluated and taught in a way that will best fit his needs and learning style.

Good teachers are hard to find; we should do everything we can to hold onto the ones we have.



I believe you should vote for me because:

I am knowledgeable in child development and understand what practices will serve most children.

I am dedicated to ensuring that children receive the very best education that we can give them.

I can hold my ground when needed, but I am willing to change my mind when I am wrong. I am very difficult to offend and rarely take things personally.

I am a good listener.

I am familiar with the “culture of education” and understand much of the jargon.

Thank you for taking the time to learn about the candidates in this election.

Deb Vaughn - Candidate for Director at Large - Springville Community School District

My name is Deb Vaughn and I am a candidate for Springville School Board.

Springville has been my home for more than 40 years. I am a graduate of Springville and my four siblings followed suit.

My daughter Jeanette was a 1995 graduate and my son Paul a 2003 graduate of Springville High School. Currently, I have four children attending Springville High School. Melanie and Harriett are both 17 and seniors. Dana is 16 and he is a sophomore. Sydney is 15 and she is a freshman.

My roots in, and ties to the community and the school are deep and strong. All of my children have been and are very active in all the things that this district has to offer, from speech to sports to music.

Fiscal responsibility is an important aspect of the Directors responsibility. I am grounded, and realistic, and my several years on the City Council have taught me much about budgets vs reality.

Kids are the promise of tomorrow and we have the responsibility of shaping that promise. I believe in the youth, and in the wealth of good things that come from being part of a small town school and community.

I would work hard to promote a sense of pride and accomplishment, to cultivate the old fashioned idea of "School spirit" and to be an advocate for the children, but also for their parents.

I sincerely believe that the benefits of a small school education are unmatched and I hope that one day the legislature realizes the backward thinking that forced so much consolidation to take place over the last 30 years.

As a Director for the Springville District, I would make every effort to be a voice for the taxpayers, and the students.
