What do you call it when you don't have enough candidates?

The deadline to file nomination papers for school boards is tomorrow, August 2nd.  One school district, College Community, has already filed their candidates' paperwork with my office.  Unfortunately, only two candidates will be running for three positions.  What happens if Donald Duck wins the write-in vote?

If you live in the College Community School District (or know someone who lives in the district), this would be a great time to consider serving your community.

I'll have to coin a new term.  Yesterday, I used the term "democracy by default" - meaning number of candidates equals number of open positions.  What do you call it when you don't have enough candidates to cover the open positions?  --Joel @ 2:28pm
